Thanks for all the responses everyone. I think the key issue is consistency. If Colorado is going to enforce this, they need clear guidelines so drivers know what constitutes left lane camping versus normal driving. 2,540 tickets could be justified if these are all egregious cases, or it could be excessive if people are getting ticketed for minor infractions.
